In a way a suppose the enemy should feel like he has the upper hand in some ways, so that the hero is the underdog and when he does succedd it's all the more impressive, optimus in a way is hindered by being a primitive earth vehicle, he has to disguise himself whereas megatron who doesn have to be in the film for long is just a destructive force and doesn't care about disguising himself. I know I'm not totally right here but it's just an idea.
