One leader, 4 limbs. Devastator had two smaller bots making up his torso instead of a bigger leader. He was also the first combiner and his toy was the flimsiest, which is probably why they switched to 5 for later toys. Go to TFU.info if you don't believe me. @ Gareth:

Sorry… it’s 5 robots per Combiner except Devastator. One leader, 4 limbs.

Devastator had two smaller bots making up his torso instead of a bigger leader. He was also the first combiner and his toy was the flimsiest, which is probably why they switched to 5 for later toys.
